If, in the opinion of the State Government, the continuance in office of any person as a member is not in the interest of the Board, the State Govern- ment may, in consultation with the Board, make an order removing such person from such membership : Provided that before making such order, the reasons for his proposed removal shall be communicated to him and he shall be given an opportunity of tendering an explanation in writing which shall be duly considered by the State Government.
