(1) The State Government shall, by notification in the Official Gazette, appoint an officer of the Indian Administrative Services, having a minimum service of at least five years, as the Chief Executive Officer of the Authority. (2) The Chief Executive Officer shall be paid out of the fund, such salary and allowances alongwith such other facilities, as may be fixed by the State Government. (3) Whenever the Chief Executive Officer is on leave or is unable to discharge his duties, the State Government may appoint any other officer in his place to exercise the powers of the Chief Executive Officer until his return.
