(1) No court shall take cognizance of any offence under this Act, except on a complaint made by the Animal Breeding Regulatory Authority or any officer empowered in this behalf. (2) Production, possession, distribution, sale, transfer in any form, import- export or use of unauthorized semen or embryo or misbranded or sub-standard semen or embryo shall be a non-cognizable and bailable offence under this Act.
