If in tho opinion of the Board, local conditions so require and it is considered by it necessary or expedient in the interests of the efficiency and improvement of water supply or sewerage services in any area, the Board n1ay, by general or special order, entrust, unconditionally or subject to such con· ditions as may be specified by it in the order or ltpon such terms an(l condi· tions as may be mutually agreed upon, to a committee or other body appoin- ted by it or to any officer or authority exercising any powers or performing any functions in relation to such area under any law for the time being in force in that area, such of its pJwera: and duties under this Act, as it inay deem fit, in. relation to any \vater supply scheme or sewerage system in such area.
