The Board may by bye-laws provide for requiring any consu1ners or olass of oousumors to deposit such sum.a as may be specified therein as secu, riby for prompt payment of its duca and due performance of the conditions subject to which services are rendered to them. It shall Le lawful for the Board to recover its dues from tho amount so deposited.
