(l) A person shall be disqualified for being appointed or nominated or continued to be a member of the Council, if he,- (a) is of unsotmd mind and has been so declared by a competent comt; (b) has been adjudged by a competent couJt to be of unsound mind; (c) has been adjudicated as an llll-discharged insolvent; (d) bas been convicted by a court of law for any offence involving moral turpitude, wbicb in the opinion of the 1-5 Di sq u:tlifications. 1-6 Rtmo,111 of mtmbtrship.
