(1) There shall be established a fund to be called the "Gujarat State Higher Education Council Fund" which shall include all sums which may, from time to time, be paid to it by the State Government and all other receipts including any sum from the Central Government, the University Grants Commission or any other authority, institutions or person. (3) All expenditure incurred by the Council under or for the purposes of this Act shall be defrayed from and out of !he Fund of the Council and any surplus remaining, after such expenditure has been met, shall be invested in such manner as may be prescribed.
