If a casual vacancy occurs m the office of any member, Filling up of casu!tl either by reason of his death, resignation, removal or otherwise, vacancie1. such vacancy shall be filled up by the State Government by nomination or appointment, as the case may be, and such member shall hold office only for the remainder of the term for which the person in whose place he was nominated or appointed: Provided that such vacancy shall be filled in by a person from the same category from which such vacancy has arisen.
