(1) The University Librarian shall be appointed by the Vice- Chancellor in the manner prescribed under section 18. The University Librarian shall be the principal officer of the University. He shall be a full time salaried officer of the University. (2) The University Librarian shall exercise such other powers and perform such other duties as may be prescribed and assigned to him by the Vice-Chancellor.
