All casual vacancies among the members of the Board or of any Committee shall be filled, as soon as may be, by election or nomination, or appointment or designation, as the case may be, and the person elected, nominated or appointed or designated, in a casual vacancy shall hold office so long only as the member in those place he is elected, nominated, appointed or designated would have held it, if the vacancy had not occurred.
