Section 38

(1) A person who – (a) is of unsound mind and stands so declared by a competent Court; or (b) is an un-discharged insolvent; or (c) is convicted for an offence involving moral turpitude, criminal procedure code; or (d) has obtained a degree by fraudulent means; or (e) is a registered graduate of any other university established by law in the State, shall not be qualified to have his name entered in the register of graduates, or be a registered graduate. (2) The Vice-Chancellor may, on the recommendation of the Board of Management, supported by a majority of not less than two-third of its members present at its meeting, such majority comprising not less than one-half of its members, remove the name of any person from the register of graduates for such period as the Vice-Chancellor thinks fit, for any of the reasons mentioned in sub-section (3) of section 36.
