(1) 8[The authority granting any licence, permit, pass or authorization under this Act may for reasons to be recorded in writing cancel or suspend it-] (a) if any fee or duty payble by the holder thereof is not duly paid ; (b) if the purpose for which the licence, permit, pass or authorization was granted ceases to exist ;
