(1) Subject to the provisions of this Act and the rules made thereunder, an authorized municipality may delegate any of its powers, duties and functions under this Act to the municipal school board. (2) (a) A school board may, from time to time constitute committees and discontinue or alter the constitution of such committees. (b) The school board may delegate any of its powers, duties and functions to any such committee or to any member, or Administrative Officer or stipendiary or any other officer of the board; and such committee, member or officer shall conform to any instructions that may from time to time be given by the board. (3) The authorized municipality or the school board may, at any time wihdraw any of the powers duties and functions so delegated.
