Every owner to whom a holding is allotted in pursuance of a scheme of consolidation shall 77[save as otherwise provided in section 29A], have the same rights in such holding as he had in his original holding : Provided that nothing in this section shall apply to any person to whom a holding has been allotted under the provisions of sub-section (4) of section 21.
