(I) '[In any area under the charge of a Commissioner] the Commissioner'[* * *]shall, from time to time appoint such places as he thinks fit to be public pounds, and may appoint to be keepers of such pounds police officers of such rank as may be approved by the State Government. (2) Every pound-keeper so appointed shall, in the perfom1ance of his duties, be subject to the direction and control of the Commissioner, 8[* * * *] 9[90A. (1) Whoever in 10[ any area under the charge ofa Commissioner J allows any cattle which are his property on in his charge to stray in any street or to trespass upon any private or public property shall, on conviction, be punished- (i) for the first offence, with imprisonment for a term which may extend to one month or with fine which may extend to three hundred rupees or with both; (2) No police officer or pound-keeper shall directly or indirectly, purchase any cattle at a sale under sub-section (1). l.
