Whoever in any place 3[in any area for which a Commissioner has not been appointed] cruelly beats, goads, overworks ill-treats or tortures or causes or procures tobe cruelly beaten geaded, over-worked, ill-treated or tortured any animal, shall, on conviction, be punished with imprisonment which may extend to one month or with fine which may extend to one hundered rupees, or with both.
