(1) A panchayat may with the previous sanction of the district panchayat, incur expenditure on education or medical relief outside its jurisdiction if its finances permit. (2) A panchayat may also make provision for carrying out in the areas within the limits of its jurisdiction any other work or measure which is likely to promote,— (a) the health, safety, comfort or convenience, (b) social, economic or cultural well being, and (c) education including secondary education of the inhabitants of the areas.
