At any time after the passing of this Act and until such time as appointment of officertand leathers of Univer.-it)'. the authorities of the University shall commence to exercise their f'tmctions,- (a) any officer of the University may be appointed by the Vice- ChanceUor with the previous sanction of the Chancellor; (b) teachers or technical staff of the University may be appointed by the Chancellor after considering the recommendations of an Advisory Committee consisting of the Vice-Chancellor, the Director of Agriculture and such other person or persons, if any, as the Chancellor thinks fit to associate with them.
