(I) The Comptroller shall be appointed by the Vice-Chancellor with the prior approval of the Board and his qualifications, emolumems and the terms and conditions of service shall be such as may be prescribed. (2) He shall be responsible for preparation of the budget, the statement of accounts, and management of the funds and investments of the University. (3) He shall be responsible for ensuring that cxpendit11re is made as authorized by the University. (4) He shall arrange P.eriodical internal inspection of the accounts maintained by the various units of the University. (5) He shall be responsible for the maintenance of the accounts of the University in the form and manner as approved by the Board and keep constant watch on the state of cash and bank balance and on the state of investment. (6) He shall see that the asset registers are maintained up-to-date and that the regular stock checking is conducted.
