(I) The Vice-Chancellor shall be the principal executive officer of the University and ex-Officio Chainnan of the Board, the Academic Council !llld other authorities and shall in the absence of the Chancellor, preside at the convocation of the Univer.sity and confer degrees on persons entitled 10 receive them. (2) The Vice-Chancellor shall exercise overall control over the affairs of the University and shall be responsible for due maintenance of discipline in the University. (3) (a) The Vice-Chancellor shall have power to convene the meelings of the Board of Management, the Academic Council, the Research Council and the Extension Counc.il. {b) The Vice-Chancellor may delegate the power under clause (a) to any other officer of the Universicy. (4) The Vice-Chancellor shall ensure compliance of the provisions of this Acl, S1atutcs and regulations. (5) The Vice-Chancellor shall be responsible for the presentation of the annual financial e.stimates and the annual accounts 10 the Board. (6) The Vice-Chancellor may take any action in any emergency, which in his opinion calls for immediate action. He shall in such case and as soon as may be !hereafter, report his action 10 the authorities who would ordinarily have dealt with the matter for ratification. If the authority disagrees with the action of the Vice-Chancellor, the maner shall be referred to the Chancellor, whose decision shall be final. (7) Where any aclion taken by the Vice-Chancellor under sub- section (6) affects any person in the service of the University 10 his disadvantage, such person may prefer an appeal to the Board within PART IV) GUJARAT GOVERNMENT GAZETTE, EX. 3-04-20L7 thirty days from the date on which such pe.rson has been served a notice oftl1e action taken. (8) If the Vice-Chancellor is satisfied that a decision of the Board is not in the best interest of lhe University, he shall refer it to !he Chancellor, whose decision thereon shall be final. (9) Subject to the provisions of the preceding sub-sections, the Vice- Chancellor shall give effect to the decisions of the Board regarding the appointments, promotions and dismissal of officers, teachers and other employees of the University. ( 1 0) The Vice-Chancellor shall be responsible for the proper administration of the affairs of the University and for a close co- ordination and integration of teaching, research and extension. (1 1) The Vice-Chancellor shall exercise such other powers and perform such other duties as are conferred or imposed upon him under the provisions of this Act and the Starutes.
