(1) All sewers, drains, privies, water-closets, house-gullies and cesspools within the municipal borough shall be under the survey and control of the municipality. (2) All covered sewers, drains and cesspools, whether public or private, shall be provided by the municipality or other persons to whom they severally belong with proper traps or other means of ventilation, and the chief officer may by written notice call upon the owner of any such covered sewers, drains or cesspools to make provision accordingly.
