The State Government may, by notification in the Official Gazette, direct that any powers conferred or any duty imposed on it by any of the provisions of this Act (except the rower to make declaration under section 3 or the power to make rules under section (1) shall, under such conditions, if any, as may be specified in the direction be exercised or discharged also by the Collector within the territorial limits of his jurisdiction.
