(1) The proceedings of the discussion of every meeting of the Board 42[ * ] shall be treated as confidential and no person shall, without the previous permission of the Board 43[ * ] disclose any portion thereof : Provided that nothing in this section shall be deemed to prohibit any person from disclosing or publishing the text of any resolution adopted by the Board 44[ * * ], unless the Board 45[ * * ] directs such resolution also to be treated as confidential. (2) No disqualification of, or defect in the election, nomination or appointment of, any person as a member, or as the President, 46[ * ] or as a presiding authority of a meeting, shall of itself be deemed to vitiate any act or proceeding of the Board, 47[ * * ] in which such person has taken part, whenever the majority of persons party to such act or proceedings were entitled to vote. (3) During any vacancy in the Board 48[ * ], the continuing members may act, as if no vacancy had occurred, unless the number of vacancies exceeds four in number.
