If there is a difference of opinion between the Board and the auditor on any point included in the audit report, and the Board is unable to accept and implement the recommendations, if any, made by him on such point, the matter shall forthwith be refrred to the State Goverment which shall pass final orders thereon and the Board shall be bound to give effect to such orders. CHAPTER IX. SUPERVISION AND CONTROL OF STATE GOVERNMENT. 92 19[(1)] As soon as may be after the first day of April in every year and not later than such date as may be fixed in this behalf by the State Government, the Board shall submit to the State Government a detailed report of the adiministration of the ports during the preceding year ending on the thirty- first day of March, in form as the State Government may direct.
