Notwithstanding anything contained in section 79, the 16 [ Chief Executive Officer ] may direct the execution of any work the cost of which does not exceed such maximum limit as may be fixed by the State Government in that behalf and may enter into contracts for the execution of such works, but in every such case the 16 [ Chief Executive Officer ] shall, as soon as possible, make a report to the Board of any such directions given or contracts entered into by him.
