(1) No regulation made by the Board under this shall have effect until the same has been published by the Board in the Official Gazette with the previous approval of the State Government. (2) Any regulation made under this Act may provide that a breach thereof shall be punishable with fine which may extend to two hundred rupees and where the breach is a continuing one, with further fine which may extend to fifty rupees for every day after the first during which such breach continues.
