Without prejudice to any powers otherwise conferred by this Act, any officers or person empowered in this behalf by the 39[State] Government, by general or special order may enter and inspect any land for the purpose of determining whether, and if so, in what manner, and order under this Act should be made in relation to such land, or with a view to securing compliance with any order made under this Act.
