For the purposes of holding an inquiry under Section 8 the authorized officer shall have the same powers as are vested in civil courts in respect of – (a) Proof of facts by affidavits;– (b) Summoning and enforcing the attendance of any person and examine him on oath;– (c) Compelling the production of documents; and (d) Issuing commissions for the examination of witness.
