(1) Save as otherwise provided by this Act, the term of office of the members, whether elected or nominated shall be a period of five years commencing from the date on which the first meeting of the Council is held after the election of the members under section 3: Provided that the term of office of the members of the Council constituted for the first time under the proviso to sub-section (2) of section 3 shall be a period of three years from the date on which the first meeting of the Council so constituted is held: (2) An outgoing member shall be eligible for re-election or re-nomination Provided further that the term of office of an outgoing member shall be deemed to extend to, and expire with, the day immediately before the day of the first meeting referred to in sub-section (1).
