If it appears to the State Government on the report of the Council or otherwise that any institution recognized under section 28 is not maintaining an adequate standard of training according to the requirements of the Council, the State Government may at any time withdraw the recognition granted to such institution: Provided that before any direction for the withdrawal of the recognition is made under this section, the institution shall be given a reasonable opportunity and time to come up to the required standard by the Council if a report has been made by the Council and in any other case by the State Government.
