(1)The number of members necessary to form a quorum, and the procedure to be followed by the Authority in the conduct of its business, shall be such as may be prescribed. (2) All action taken by the Authority shall be expressed to be taken in the name of the Authority and orders and other instruments made and executed in name of the Authority shall be authenticated in such manner as may be prescribed, and the validity of an order or instrument which is so authenticated shall not be called in question on the ground that it is not an order or instrument made or executed by the Authority. 5[(3) The Authority may have and use such official seal as may be prescribed.]
