(1) The Director may, with the previous approval of the State Government, by notification in the Official Gazette, make regulations not inconsistent with the Act and the rules made there under, for enabling it to perform its functions under this Act. (2) In particular and without prejudice to the generality of the foregoing power, such regulations may be made to provide for all or any of the matters expressly required or allowed by this Act to be specified by regulations. (1) If any difficulty arises in giving effect to the provisions of this Act, difficulty. the State Government may, as occasion requires, by order do anything not inconsistent with the objects and purposes of this Act, which appears to it to be necessary or expedient for the purpose of removing the difficulty.: Removal of doubt. Protection of action taken in good faith. Provided that, no order shall be made under this section after the expiry of three years from the date of comin.g into force ofthis Act. (2) Every order made under sub-section (1) shall be laid, as soon as may be, after it is made, before the State Legislature.
