(1) The City Council and the District Council may, with the previous approval of the Authority, make bye-laws not inconsistent with this Act, or with Power of Authority to make regulations. Power of City Council and District Council to make bye-laws. 38 rules and regulations made thereunder for enabling it to perform its functions under this Act. (2) In particular and without prejudice to the generality of the foregoing power, such bye-laws may provide for all or any of the matters expressly required or allowed by this Act to be specified by bye-laws.
