(1) The Council may, with the previous approval of the Penet' or Commission, make bye-laws not inconsistent with this Act or with mies Conned to and regulations made thereunder for enabling it to perform its functions rouse toe-tows' under ~this Act. (2) In particular and without prejudice to the generality of the foregoing power, such bye-Jaws may provide for all or any of the matters expressly required or allowed by this Act to be specified by bye-laws.
