All village officers and all officers of the revenue, agriculture and veterinary departments shall be bound— (a) to give immediate information to the Veterinary Surgeon and Inspector having jurisdiction in the area regarding the prevalence of a scheduled disease among animals in the area, (b) to take all necessary measures to prevent the spread of disease, and (c) to assist the Veterinary Surgeon and Inspector to carry out the provisions of this Act.
