Every owner or person in charge of an animal which he has reason to believe to be affected with a scheduled disease shall keep it in an enclosed space separate from animals not so affected. Explanation.—"Enclosed space" for the purposes of this section means any place, enclosed in such manner, and situated at such distance, as effectively to prevent any animal affected with a scheduled disease from coming into contact with any animal not so affected.
