A local authority empowered under section 43 to enforce the provisions of this Act may, with the previous sanction of the 69[Stale] Government, make by- laws not inconsistent with the provisions of the Act, or the rules or orders made by the 69[State] Government thereunder, for the purpose of carrying out the provisions of this Act.
