{I) The Finance and Accow1ts Officer shall be appointed b}' the Finonc• nnd Slate Government on deputation. He shall exercise such powers and perform such duties as may be prescribed by the Statutes. (2) The qualifications, salary, allowances, emoluments, other perks and facilities and terms and. conditions of service of the Finance and AccoUJlts Officer shall be such as may be determined by the Slate Government.
