Notwithstanding anything contained in section I 7, the State Government shall appoint the first Chairman and other members of the Advisory Council for a period of three years, on such tenns and conditions as the State Government thinks fit, who shaU exercise all the powers and discharge all the functions of the Advisory Couticil.
