(I) Notwithstanding anything contained in section 21, for a period of not exceeding three yeru·s immediately after coming in to force of this Act, the State Govenunent shall have the power of appointing the first Director General on such terms and conditions as !he State Government thinks fit, and such appointed person shall exercise all the powers and discharge all the functions of the Director General. (2) The first Director General may, with the prior approval of the first Chairn1ru1. and subject to availability of the funds, discharge all or any of the functions of the University for the purpose of carrying out the provisions of this Act and the regulations made thereunder and for that purpose, may exercise any powers or perform any duties which by or under this Act and regulations made thereunder are to be exercised or performed by any authority of the University until such authority corncs into existence in accordance witl1 the provisions of this Act and 1he regulations made thereunder.
