(1) !f any difficulty arises in giving effect 10 the provisions of this Aot, the State Government may, by order published in the Official Gazelle, make such provisions not inconsistent with the provisions of this J\c(, as may aPJ>ear to be necessary for removing difficulties. Provided that no such order shall be made under this section after the expiry of five years from the date of commencement of this Act.
