(1) The Board shall, on a date and a place fixed by the Vice-Chancellor, hold its meeting: Provided that the Vice-Chancellor shall fix a date and a place for the meeting of the Board at least once every two months. (2) One-third of the members of the Board shall constitute a quorum for the transaction of its business at the meeting. (3) (a) The Board may, for the purpose of consultation, invite any person having experience or special knowledge on a subject under its consideration to attend its meeting. (b) A person invited under clause (a) shall have the right to speak in and otherwise to take part in the proceedings of the meeting, but shall not be entitled to vote at such meeting. (c) A person invited under clause (a) shall be entitled to such allowance for attending the meeting as may be prescribed.
