(1) Save as otherwise provided in sub-sections (2) and (3), the Direc- tor shall establish a market committee for every market area. (2) Where on the declaration of any area as a market area, the Director is satisfied that it is necessary to establish a separate market committee for the effi- cient regulation of the purchase and sale of any specified kind of agricultural pro- duce in the market area, he may in addition establish for the market area a separate market committee for the purpose.
