Composition of offence.— (1) 116[Subject to such terms and conditions, if any, as may be prescribed, the Government or the Planning and Development Authority concerned] or any person authorised by the Government or the Authority in this behalf, by general or special order, may either before or after the institution of the proceedings under this Act compound any offence made punishable by or under this Act. (2) When an offence has been compounded under sub-section (1), the offender, if in custody shall be discharged and no further proceedings shall be taken against him in respect of the offence compounded.
