Establishment of Foundation,— (1) There shall be established by the Government, by notification in the Official Gazette, a foundation by the name Goa State Research Foundation. (2) The Foundation shall be a body corporate having perpetual succession and a common seal and shall sue and be sued by its name. (3) The Foundation may establish a headquarter and campuses at such places as it may deem fit.
