Power to remove difficulties.— If any difficulty arises as to the first constitution or reconstitution of any committee, or Governing Council of the Foundation after the commencement of this Act or otherwise in giving effect to the provisions of this Act, the Government may, by order, make such provisions not inconsistent with the provisions of this Act, as may appear to it to be necessary or expedient for removing the difficulty: Provided that no such order shall be made after the expiry of two years from the date of the commencement of this Act. ---10--- Secretariat, SANDIP JACQUES Porvorim, Goa.
