Casual Vacancies.— Every casual vacancy among the members of the Board or of any committee constituted under this Act, shall be filled as soon as may be, by election or nomination as the case may be; and the person elected or nominated in a casual vacancy shall hold office so long as the member in whose place he is elected or nominated, would have held it, if the vacancy had not occurred.
