Variation of rehabilitation scheme.— The Board may, at any time, vary any rehabilitation scheme or any part thereof included, in the budget approved by the Government: Provided that such variation shall be made if it involves an expenditure in excess of ten percent of the amount as included in the budget approved by the Government for the execution of any rehabilitation scheme or if it affects the scope or purpose of any such scheme.
