Section 3 was amended by the Amendment Act 22 of 2006, thereafter by Amendment Act 10 of 2009 sub-clause (a) to (k) substituted. the reference of clause (f) is related with the provisions of original sub-section (1) of the Act which read as follows: “(f) three persons having special knowledge of matters relating to public health or public engineering” which after the Amendment become clause (k).
