Alternative programme by suit.— In lieu of any process of recovery allowed by or under this Act, in case of failure to release by such process the whole or any part of any amount recoverable under the provision of chapter VIII or of any compensation, expenses, charges or damage awarded under this Act, the Panchayat, or Zilla Panchayat, concerned may sue in any court of competent jurisdiction the person liable to pay the same as also any other person who may have in any way caused any injury to any property, rights or privileges of the Panchayat or Zilla Panchayat.
